MSPs call for public sector cultural change
There needs to be a “cultural change” in some parts of the public sector for different bodies to work together and deliver effective services, MSPs suggest in a new report.
The Local Government and Regeneration Committee has published a report on community planning partnerships (CPPs), which consist of local councils, health boards, police and fire boards, colleges, businesses and voluntary organisations.
Committee convener Joe Fitzpatrick said: “There needs to be a cultural change within parts of the public sector and a recognition of the benefits true partnership working can bring.”
The report reads: “Bodies, and individuals within those bodies, who are unwilling to break out of a silo mentality and work with other bodies to deliver shared outcomes through the sharing of resources and information, evidently present a considerable, if not insurmountable, challenge to effective partnership work.”
The report recommends CPPs ensure they have a clear and shared vision, strong leadership and equal responsibility from all bodies. Another suggestion was to consider having independent chairs on the partnerships.
