Prime Minister unveils major crackdown on illegal waste crime

The Prime Minister has announced a sweeping new crackdown on illegal waste crime, promising tougher enforcement, stronger regional leadership and tougher penalties to shut down the criminal gangs profiting from fly-tipping and illegal waste sites.

The package is designed to tackle some of the UK's worst illegal waste operations, which have long blighted communities, damaged the environment and left taxpayers facing substantial clean-up costs. The measures include wider use of drone technology, an enhanced role for police forces and the National Crime Agency, increased Environment Agency enforcement capacity, and significantly higher financial penalties for offenders.

Under the plans, local and regional leaders will play a greater role in directing enforcement activity, with Mayors leading coordinated efforts alongside councils, regulators and law enforcement agencies. The Government believes the new approach will improve intelligence sharing and strengthen local responses to organised waste crime.

Alongside the enforcement measures, funding has been allocated to clear three additional major illegal waste sites across England. Together, the locations contain around 22,000 tonnes of illegally dumped waste and are estimated to be affecting approximately 2,900 families. The sites were selected based on their scale, environmental impact, risks to local communities and links to organised criminal activity.

Speaking about the plans, Prime Minister Andy Burnham said:

“These toxic dumps have blighted communities for too long. I said we would clean them up – and that’s exactly what we’re announcing today.

“The days of making easy money out of waste are over. We’re giving authorities the powers to hunt down the people responsible. We will seize their assets and shut their operations down.

“These mountains of rubbish have been a clear sign to communities that politics hasn’t been working for them or their area. This government is going to tackle the issues that have been ignored by Westminster for too long and bring back hope.”

The Government argues that many illegal waste sites are operated by serious organised crime groups, making a coordinated law enforcement response essential. Ministers say the latest measures build on the existing Waste Crime Action Plan, which aims not only to clear illegal sites but also to dismantle the criminal networks responsible for creating them.

A new Waste Crime Crackdown Group, chaired by Environment Secretary Angela Eagle, will bring together regulators, law enforcement bodies and the waste sector to improve intelligence gathering and coordinate action against offenders.

West Yorkshire and Greater Manchester will become the first areas to pilot a region-led approach to tackling waste crime. Under the model, Mayors and council leaders will coordinate the work of local authorities, police forces, regulators and other enforcement agencies, ensuring action is informed by local intelligence and focused on communities most affected by illegal dumping.

The Government says the initiative reflects its wider devolution agenda, giving regional leaders greater responsibility and resources to tackle local challenges.

As part of the crackdown, the Government will significantly increase penalties for waste-related offences. Individuals and businesses that illegally dump waste or fail to dispose of it correctly could face fines of up to £5,000, compared with the current maximum penalty of £300.

More serious offences will continue to attract tougher sanctions, including prosecution, confiscation of criminal assets and imprisonment.

The Environment Agency will also receive enhanced powers and additional enforcement resources. Officials will have greater capacity to identify, investigate and recover assets acquired through waste crime, including vehicles, properties and cash linked to illegal operations.

New powers contained within the Crime and Policing Act 2026 will also be used to accelerate the enforcement of confiscation orders against convicted offenders.

Subject to feasibility assessments, the next phase of the national clean-up programme will target:

  • Power Station Road, Isle of Sheppey, Kent
  • Aymer Close, Runnymede, Surrey
  • Midland Road, Bradford, West Yorkshire

The Government says clearing these sites will improve environmental conditions, reduce risks to local residents and demonstrate that persistent waste crime will not be tolerated.

Responding to the announcement, Cllr Arooj Shah, LGA Neighbourhoods Committee Chair, said:

“Illegal waste operations cause serious environmental harm, blight communities and leave taxpayers footing enormous clean‑up bills.

"Increasing frontline enforcement and raising fines are positive steps towards making waste crime a genuinely high‑risk, low‑reward activity.

"Councils work hard to try and protect communities from waste criminals, and this announcement will bolster existing local efforts to achieve that.”

The Local Government Association also said the measures should strengthen councils' ability to tackle illegal waste activities while helping to protect communities from environmental damage and the financial burden associated with large-scale clean-up operations.
