Cumberland Council has announced that plans are in place to grow Carlisle through dynamic projects and enhancements.
Backed by capital investments, mainly from central government, the transformation will bring together a number of funding channels. These include:
- The Borderlands Inclusive Growth Deal
- Future High Street Fund
- Town Deals
The first project will see a section of the city undergo a “vibrant overhaul” that includes outdoor seating, street furniture, benches, cycle parking and greenery. The aim of this will be to provide residents and visitors with an activity zone that allows them to spend time outdoors in the fresh air. Active travel will also be promoted through the second part of the works, as another area of the city centre will see pedestrian connections enhanced, alongside the improvement of public spaces to ensure that there are places where people want to spend their time, further improving gateways to the city.

Councillor Mark Fryer, Leader of Cumberland Council, said:
“We are thrilled with the significant investment from central government to enhance Carlisle. As visitors step out from the train station into the city centre, they will encounter a vastly improved area, reflecting the pride we all have in our city.
“Enhanced business areas are poised to positively impact dwelling and visitor numbers, and we hope the community shares our anticipation for brightening up the area.
“I am looking forward to seeing the transformation take place and would like to extend my thanks to everyone for their incredible patience and support during these developments.”
Working alongside Network Rail, the council is also improving the train station and its surrounding areas. This work has already begun and is expected to be completed in 2027 as it requires traffic improvements, demolition work, as well as enhancements to a number of access routes to the station.
Network Rail’s Senior Sponsor, Rory Kingdon, also commented:

The scheme will not only transform this key Anglo-Scottish transport hub on the West Coast main line but also create a magnificent public square at the front of the historic Grade 2 listed station.
