The National Infrastructure and Service Transformation Authority has confirmed the appointment of Julia Prescot as the new Chair of its Council of Expert Advisers, strengthening leadership at the heart of the government’s infrastructure delivery agenda.
Julia Prescot brings extensive experience in global infrastructure investment and delivery, having worked across major projects throughout her career. She previously served as Deputy Chair of the National Infrastructure Commission, which formally became part of NISTA in April 2025.
The NISTA Council of Expert Advisers provides impartial, independent advice to ministers and to NISTA Chief Executive Becky Wood, supporting the implementation of the government’s 10‑Year Strategy for economic, housing and social infrastructure. Commenting on the appointment, Wood said:
“I am delighted to welcome Julia’s appointment as Chair of NISTA’s Expert Advisory Council. Her exceptional experience across both the public and private sectors and her insights into delivering complex infrastructure will be invaluable as we drive forward the government’s ambitions, and I very much look forward to working closely with her.”
The Council also plays a key role in overseeing the Infrastructure Pipeline and supporting delivery across the Government Major Projects Portfolio, ensuring that large‑scale investments are well‑planned, deliver value for money and remain aligned with national priorities.
As Chair, Julia Prescot will provide strategic leadership to the Council, offering expert advice on:
- The implementation of major infrastructure projects
- Go/no‑go decisions at key stages of delivery
- Engagement with government departments, businesses and the investor community
Julia Prescot CBE also said:
“Throughout my career I have seen at first hand the difference that great infrastructure makes to communities and economies. This is an important moment for the country with significant projects either starting or now underway. I am pleased I can bring my experience to bear and help NISTA transform the UK’s strategic approach to infrastructure planning and delivery.”

Her role will be to ensure that evidence‑based, impartial advice informs decisions on some of the most significant infrastructure investments in the UK.
The Chair position is a non‑executive, part‑time role, with Julia Prescot appointed for a five‑year term following an open competition. She is expected to take up the post later this month.
The appointment comes as NISTA continues to embed its expanded role, following the integration of the National Infrastructure Commission, and as the government accelerates delivery of housing, transport and social infrastructure through a coordinated national approach.
With Julia Prescot as Chair of the Council of Expert Advisers, NISTA aims to further strengthen confidence in decision‑making, delivery and long‑term planning across the UK’s infrastructure system.
