The Government Commercial Agency has unveiled G-Cloud 15, delivering the most significant transformation of the UK public sector's cloud procurement framework since the programme was introduced in 2012.
Opening for public sector use later this month, the new framework is designed to simplify how government organisations purchase cloud technology while creating greater opportunities for small and medium-sized enterprises (SMEs) to compete for business.
G-Cloud 15 combines three previously separate frameworks, Cloud Compute 2 and Lots 1-3 and 4 of G-Cloud 14, into a single agreement. By bringing these procurement routes together under one framework, public sector organisations, including NHS trusts, local authorities and central government departments, will be able to source a broader range of cloud services through a streamlined purchasing process.
The framework is expected to manage around £14 billion of spend over its four-year lifespan, with approximately £3 billion in annual public sector cloud expenditure flowing through the agreement. It also allows call-off contracts of up to 60 months, providing buyers with longer-term strategic partnerships while offering suppliers greater commercial certainty.
G-Cloud 15 is also noteworthy because it is the first version of the framework to launch since the creation of the Government Commercial Agency on 1 April 2026. The new agency combines the Crown Commercial Service with several Cabinet Office central commercial teams, creating a single organisation intended to strengthen the government's commercial capability.
The framework is also the first G-Cloud agreement to operate under the Procurement Act 2023 and utilise an open framework model, offering new routes for suppliers to join during the agreement's lifetime.
A key feature of G-Cloud 15 is its focus on supporting SMEs. Unlike previous frameworks, suppliers will be able to join during an 18-month reopening window following launch and at regular intervals throughout the framework's four-year term. This removes the longstanding challenge of businesses having to wait several years for a new procurement opportunity.
The framework also introduces a modernised classification system aligned with industry standards. This is expected to make it easier for public sector buyers to identify suitable suppliers and for providers, particularly smaller companies without extensive bid teams, to accurately position their services and increase visibility to potential customers.

For too long, SMEs have faced barriers that hold them back from winning business - complex application processes, short framework windows, and procurement routes that favour incumbents. This framework addresses those concerns directly whilst enabling further access for British Businesses to Government and Wider Public Sector Bodies.”
The framework also introduces the most extensive supplier assessment process seen within G-Cloud to date. Suppliers have been evaluated on quality, technical capability and pricing, giving public sector organisations greater confidence when purchasing services while reducing the need for lengthy individual assessments.
At the same time, contracting authorities will retain the flexibility to undertake further testing and run competitive procurement exercises where specific requirements demand a deeper level of evaluation.
For public sector organisations planning major cloud investments over the coming years, G-Cloud 15 represents a significant shift towards a more flexible, competitive and SME-friendly procurement landscape.
