“From my perspective, it all comes down to relationships doesn’t it? Where you you’ve got a relationship with the private sector, where there’s open collaboration and you can really build things into contracts, it works really well. But that rarely happens.
“So actually, from a member point of view, there’s always that slight distrust in the back of your mind, is that contract doing enough?”
