Derby City Council has announced the appointment of Sam Dennis as its new Interim Chief Executive, following the resignation of Paul Simpson.
Subject to approval by Full Council on Wednesday 29 April, Dennis will take on the role for an initial six‑month period, providing leadership continuity during a period of transition for the authority.
Sam Dennis joined Derby City Council in November 2020 as Director of Communities, before being appointed Strategic Director of Place in 2024. In this role, Dennis oversees many of the council services most visible to residents and businesses, including:
- Waste collection and recycling
- Highways and traffic management
- Leisure, culture and parks
- Environmental protection and community safety
- Licensing and regulation
- Planning and regeneration
- The future development of the city
The portfolio places Dennis at the heart of service delivery and long‑term place‑shaping for Derby.
Before joining Derby City Council, Dennis spent a decade in the Civil Service, gaining national policy and delivery experience. In 2011, she moved into local government, where she has since built a strong track record in leading complex services, managing large teams and delivering for local communities.
This blend of national and local experience is expected to support stable leadership as the council continues its work across key priority areas. The Interim Chief Executive role will ensure continuity of leadership following the departure of the previous Chief Executive.
Commenting on his new role, Dennis said:

During the interim period, Dennis will be responsible for overseeing the council’s strategic direction, operational performance and engagement with partners across the city.
The appointment will be considered formally at Derby City Council’s Full Council meeting on 29 April. Subject to approval, Dennis will begin the role immediately, serving as Interim Chief Executive for an initial six‑month term, while longer‑term arrangements are considered.
