The Liverpool City Region Combined Authority has appointed two senior leaders following a national recruitment process, strengthening its capacity to deliver major clean energy, net zero and digital transformation programmes.
Andy King has been appointed Director of Clean Energy and Net Zero, while Lorna Rogers becomes Director of Transformation and Digital. Andy will begin his role on 2 June, and Lorna starts immediately.
Andy King will take responsibility for driving the Liverpool City Region’s clean energy strategy, including leadership of the Mersey Tidal Power Project through its development consent order and final business case.
As the Combined Authority’s clean energy lead, he will work with senior civil servants and private‑sector partners to deliver large‑scale energy solutions supporting the region’s pathway to net zero.
Andy brings over 30 years of experience in clean energy, infrastructure engineering and environmental planning. He joins from Sweco UK, where he served as a UK Board member and Division Manager for the £40 million Energy, Water & Environment business, overseeing 400 multidisciplinary engineers and consultants.
Under his leadership, Sweco delivered engineering and environmental services supporting more than 4GW of UK onshore wind capacity, as well as major projects in:
- Solar energy
- District heating
- Battery energy storage
- Bioenergy
- Transmission infrastructure
His career has spanned the energy, water, nuclear, oil and gas, waste and manufacturing sectors, with a strong focus on major infrastructure projects from planning and design to civil engineering and construction.

Lorna Rogers, the new Director of Transformation and Digital, brings nearly 30 years of public and private sector experience. She has held several senior roles at the Combined Authority since 2018, including:
- Head of Mayoral Programme Delivery
- Assistant Director of Delivery and Assurance
- Interim Director of Digital and Transformation
Lorna has led major organisation‑wide transformation programmes and overseen teams across Digital, IT, AI, Delivery and Assurance. She also designed and delivered the Liverpool City Region’s Digital Inclusion Programme, ensuring all boroughs benefit from digital opportunities.
Her achievements include creating the award‑winning £30 million LCR Connect full‑fibre network, as well as establishing the UK’s first Race Equality Hub. This is aimed at addressing racism in employment and business, improving accessibility, and amplifying the voices of under‑represented Black, Asian and Minority Ethnic communities.
A lifelong resident of the Liverpool City Region, Lorna is committed to civic leadership, community impact and improving quality of life for local people.
She added:
“It’s a privilege to be appointed to this role and I’m really excited to take forward the organisation’s digital and transformation agenda at a critical moment for our region. My focus will be on modernising our business systems so we can work more efficiently, support the delivery of the Growth Plan, and better serve our communities.
“As we build our capability in data and AI, I’m committed to an ‘AI for good’ approach – using technology responsibly, ethically and transparently to improve outcomes for people, place and the public sector workforce.”

The appointments of Andy King and Lorna Rogers mark a significant step for the Combined Authority as it advances major programmes in clean energy, digital transformation and inclusive regional development.
Both leaders bring substantial expertise that will support the Authority’s vision for a greener, more connected, more equitable Liverpool City Region.
