Mayoral Development Zone unveiled to accelerate Leeds’ regeneration

Plans to accelerate the growth of one of the UK’s fastest‑growing cities moved significantly forward on 19 May, as civic leaders unveiled proposals to establish a Mayoral Development Zone (MDZ) across Leeds city centre.

The announcement, made by West Yorkshire Mayor Tracy Brabin during a keynote address at UKREiiF, the UK’s largest real‑estate, investment and infrastructure conference, signals a bold new approach to delivering one of the largest regeneration programmes in Europe. The conference is being hosted in Leeds for the fifth consecutive year.

Subject to approval by the West Yorkshire Combined Authority, the proposed MDZ would create a formal partnership between Leeds City Council, the Combined Authority, Homes England and central government. The model is designed to bring local, regional and national partners together under a single, coordinated framework to accelerate delivery at scale.

The MDZ would span a substantial area of Leeds city centre, with a major focus on the continued regeneration of Leeds South Bank. Plans south of the railway station – stretching from the proposed British Library North site at Temple Works through to the Tiltyard development at the Royal Armouries Museum – would support the delivery of around 20,000 new homes, alongside new jobs, public spaces, cultural destinations and commercial development. These ambitions are underpinned by multibillion‑pound investment in local transport infrastructure.

At the heart of the proposal is the long‑term transformation of Leeds South Bank, which already includes nationally significant developments such as the Royal Armouries Tiltyard project, Elland Road, Leeds South Village and Aire Park. The area has been identified by government as a potential candidate within the New Towns programme, with proposals subject to consultation and final assessment by the Ministry of Housing, Communities and Local Government (MHCLG).

If granted, New Town status would allow Leeds to accelerate delivery further, enabling the creation of new neighbourhoods, green spaces, cultural venues and commercial hubs, alongside essential public services such as schools and GP surgeries.

The MDZ is intended to provide the delivery framework needed to achieve the ambitions set out in Leeds’ Economic Vision and the region’s Local Growth Plan. Oversight would be provided by a new board, chaired by Mayor Tracy Brabin for the first month and then by an independent chair. The board would bring together senior representatives from the Combined Authority, Leeds City Council, Homes England and the Leeds Growth Team.

This board would oversee a shared delivery plan, prioritising projects, coordinating funding and supporting land assembly, while maintaining existing planning powers and democratic accountability. Crucially, it would also create a simplified single front door for developers and investors.

By aligning housing, transport, infrastructure investment and economic growth, the MDZ aims to unlock development at scale and ensure that growth is delivered collaboratively rather than in isolation. The approach is intended to create places people are proud to call home, while ensuring the benefits of regeneration are felt across Leeds and West Yorkshire.

Partners will also continue discussions with the government on opportunities to accelerate delivery through the Integrated Settlement Framework and the proposed City Densification Fund, which could unlock further housing and infrastructure investment at pace.

The proposals come at a pivotal moment for Leeds, which continues to strengthen its position as a national growth hub. Major projects are already underway, including the city’s multibillion‑pound Innovation Arc linking its universities, and the expansion of the Northern Square Mile, home to a growing cluster of financial and professional services firms.

This momentum will be further reinforced by transformational investment in West Yorkshire’s transport network, including the reintroduction of publicly controlled buses from 2027 and the delivery of a fully integrated Mass Transit system. Alongside major investment in rail and active travel, these initiatives aim to transform connectivity to jobs, education and opportunity across the region.

A historic £2.1 billion investment in transport infrastructure will play a critical role in unlocking new development sites across Leeds and West Yorkshire, supporting the scale of growth planned across the MDZ area.

Leeds’ credentials as a trusted partner for the private sector are reinforced by its track record of delivery and its role as home to major national institutions including the Bank of England, the National Wealth Fund and the Financial Conduct Authority. Combined with world‑class universities, a strong cultural offer and high quality of life, the city is positioning itself as one of the UK’s most compelling regeneration opportunities.

Together, partners say the Mayoral Development Zone represents not just a new delivery mechanism, but a step change in how regeneration is coordinated, building on Leeds’ existing momentum to accelerate one of the UK’s most ambitious growth programmes.
