Homes England appoints new Chief Financial Officer to strengthen leadership

Homes England has appointed Caroline Patterson as its new Chief Financial Officer, completing a refreshed Executive Leadership Team as the agency prepares for a significant year focused on accelerating housing delivery, strengthening regional partnerships and laying the groundwork for the National Housing Bank.

Patterson will join the organisation in June, bringing extensive experience in overseeing complex financial operations and supporting organisations through periods of transition and growth. Her appointment follows several recent senior hires – including a new Chief Regional Delivery Officer and Chief Risk Officer – forming a leadership team designed to match Homes England’s evolving regional structure and expanding remit.

The new Executive Leadership Team is expected to provide strong financial and operational governance, support the agency’s long‑term ambitions to increase housing supply, and strengthen collaborative working with local partners. Alongside this, the team will ensure the agency is well‑prepared for new responsibilities, including the creation of the National Housing Bank.

  • Working directly with local authorities, developers and community partners
  • Accelerating delivery of new homes across regions
  • Enabling stronger, more resilient communities
  • Preparing future programmes to support the government’s wider housing ambitions

Commenting on her new role, Patterson said:

Patterson’s background in financial leadership will help ensure the organisation maintains robust stewardship as it scales its activity and adapts to new strategic priorities. She has a track record of managing complex financial portfolios, leading organisations through periods of change, and supporting transformation programmes.

Homes England says her expertise will be central to ensuring strong fiscal management underpins every aspect of its work, from strategic investments to long‑term programme planning.
