Wales doubles down on offshore wind as cornerstone of growth

The Welsh Government has signalled a strong commitment to offshore wind, positioning the sector as a key driver of long-term economic growth, regeneration and skilled employment across Wales.

Speaking at the Global Offshore Wind 2026 conference, hosted by @RenewableUK in partnership with the Global Wind Energy Council, Adam Price, Cabinet Minister for Enterprise, Connectivity and Energy, set out an ambitious vision for Wales to become a leading destination for offshore wind investment.

The Minister made it clear that Wales is “open for business” and is actively seeking to strengthen partnerships across industry and government to unlock the sector’s full potential. This includes working closely with the UK Government and The Crown Estate to accelerate project delivery and drive investment into Welsh coastal regions.

Adam Price, Welsh Cabinet Minister for Enterprise, Connectivity and Energy, said:

“I believe that the offshore wind sector has the potential to deliver high quality sustainable career opportunities for people in Wales, which directly aligns with our productivity mission and retaining value for Wales.”

The announcement comes as part of a broader effort to deliver Wales’ refreshed economic mission, which aims to halve the productivity gap with the UK within the next decade. Offshore wind is expected to play a central role in achieving this, with the sector offering not only clean energy but also significant supply chain and workforce development opportunities.

Crucially, the Minister emphasised the sector’s ability to support the regeneration of communities along both the north and south Wales coastlines, many of which face longstanding economic challenges:

“The offshore wind sector has a key role to play into bringing about the regeneration of coastal communities in both north and south Wales.”

To support this ambition, the Welsh Government has committed to tackling barriers that have historically slowed progress in the energy sector. These include planning constraints, infrastructure limitations and challenges around access to finance.

Wales already has a foundation to build on, with three operational offshore wind farms generating a combined 726MW of electricity. However, with growing demand for renewable energy and increasing pressure to meet net-zero targets, the Government sees significant room for expansion.

As part of its next steps, the Welsh Government has launched a series of roundtable discussions with industry stakeholders, beginning with offshore wind. These sessions will inform the development of a new National Energy Strategy, expected to set out a long-term roadmap for renewable energy deployment across Wales. Future discussions will also cover onshore wind and marine renewable technologies.

For public sector leaders and regional development stakeholders, the message is clear: offshore wind is no longer just an energy issue – it is a central pillar of economic policy, workforce development, and regional regeneration strategy in Wales.
