Northern Ireland's Education Minister, Paul Givan, has launched a major new strategy aimed at strengthening teacher development and leadership across the education system, with significant reforms and long-term investment designed to enhance professional learning throughout every stage of a teacher's career.
The strategy, Leading Together for Excellence: A TransformED NI Strategy for Teacher Professional Learning, delivers a key commitment within the TransformED programme and replaces the Department of Education's 2016 Learning Leaders strategy.
The new framework introduces a comprehensive, career-long approach to teacher development, supporting educators from their initial training through to leadership and system-wide roles. The reforms are intended to boost educational outcomes, improve leadership capacity and ensure teachers have access to high-quality professional development throughout their careers.
Speaking at the launch, Paul Givan said:
"No education system can exceed the quality of its teachers and no vision for transformation can be realised without investing deeply in those who make learning happen every single day. This strategy recognises that investing in our teaching profession is essential to delivering high-quality education and achieving the ambitions of TransformED.
"Leading Together for Excellence sets out a clear vision for a world-class professional learning system that supports teachers throughout their careers, develops leadership capacity at every level and helps ensure that all children and young people receive the best possible educational opportunities."
The strategy sets out an extensive programme of reform, including:
- Creating a clear professional learning pathway from Initial Teacher Education through to system leadership.
- Modernising the Teacher Competences Framework to reflect current educational priorities.
- Introducing dedicated Leadership Standards for Northern Ireland.
- Establishing a new Centre for Educational Excellence and Improvement within the Department of Education to oversee professional learning and leadership development.
- Providing dedicated school funding for professional learning activities.
- Expanding investment in curriculum-aligned and subject-specific teacher development.
- Enhancing Initial Teacher Education through the introduction of a common curriculum framework.
- Guaranteeing high-quality induction support for newly qualified teachers.
- Strengthening Early Professional Development as a distinct stage within the teaching profession.
- Expanding leadership development opportunities for aspiring leaders, middle leaders, senior leaders and principals.
- Creating a unified digital professional learning platform.
- Improving collaboration and coordination across the education sector.
- Delivering tailored professional learning programmes for the Irish-medium education sector.
The Department says implementation is already underway, with governance arrangements, partnerships and supporting structures being developed to ensure successful delivery over the coming years.
Concluding, Paul Givan said:
"This strategy represents a significant step forward in creating a more coherent, accessible and impactful professional learning system for Northern Ireland.
“Importantly, it is more than an aspirational policy document. Significant implementation is already underway, and we are putting in place the structures, partnerships and governance arrangements needed to ensure its successful delivery."
The strategy forms part of Northern Ireland's wider education reform agenda, with policymakers hoping that greater investment in teachers and school leaders will drive long-term improvements in educational standards and outcomes for children and young people across the region.
