In a major step to strengthen these services, Crown Commercial Service has announced the creation of the Government Commercial Agency. Public procurement shapes how billions of pounds of taxpayers’ money is spent each year, directly impacting the quality and efficiency of vital services across the UK.
From 1 April 2026, GCA will unite all commercial delivery expertise currently operating within the Cabinet Office’s central commercial teams and Crown Commercial Service. This single, accountable agency will drive greater value for the nation and support the government’s commitment to better public services.
GCA will serve the entire public sector, including central government departments, local authorities, NHS trusts, schools, police and fire services, and voluntary organisations. By consolidating expertise, the agency will provide convenient access to specialist support and deliver streamlined procurement processes, clearer routes to market, and consistent standards.
Leveraging over £400 billion in annual public sector purchasing power, GCA will:
- Negotiate better deals and shape supplier markets for competitive local options.
- Provide expert advice for complex procurements, from IT frameworks for councils to construction projects for NHS trusts.
- Support organisations from initial planning through to contract delivery.
Operating as a self-sustaining trading fund, GCA will reinvest in improvements such as enhanced procurement frameworks, advanced digital tools, and specialist capabilities. Its mission is clear: value for the nation, ensuring better outcomes for taxpayers and citizens alike.

The agency will also help deliver national priorities, including stimulating economic growth, creating opportunities for SMEs and voluntary organisations, and maximising benefits under the Procurement Act.
