Pay caps are robbing Peter to pay Paul

By capping pay increases, whilst the cost of living is still rising, will drive increasing numbers on lower pay scales into the poverty bracket, meaning that they will have to claim tax credits and other benefits just to keep themselves within an adequate income level. What benefit then is there in freezing pay increases, if this just has to be made up from state benefits.
We are just robbing Peter to pay Paul, with no actual benefit to anyone. Perhaps a good way to go would be to level off some of the pay discrepancies by giving an actual amount across the board rather than a percentage, which only sees the higher paid being given more than lower paid. Unfair in my book.
