Clare Moore, senior specialist of valuation and disposals at the Homes and Communities Agency (HCA), explains how public sector bodies looking to streamline their procurement process can benefit from the new Delivery Partner Panel 3 (DPP3).

On 31 July, the HCA announced the housing developers and contractors on its DPP3.

DPP3 is for the procurement of work to deliver residential-led development on public sector land. It’s been procured through fully compliant Official Journal of the European Union (OJEU) processes, and will be used to enable efficient procurement of housing-led development on land owned by public sector bodies and the HCA.

How does it help public sector organisations?

DPP3 provides a simple, speedy Public Contract Regulations 2015-compliant procurement route for public sector organisations to appoint a developer or contractor.

It’s available free of charge to a wide range of local authorities, registered providers and other public sector bodies including central government departments, NHS trusts and educational establishments to help them streamline their procurement process.

By providing full OJEU-compliant access to a pre-qualified list of housing developers, public sector organisations don’t have to go through this process themselves, saving both money and time.

The HCA team is also available to provide support, and using DPP3 specifically helps public sector bodies to engage with SME developers and contractors – often companies they wouldn’t normally work with, which is a gain for both the public sector and the development industry.

What can organisations use DPP3 for?

Schemes have to be housing-led development – this can be any development that’s predominantly residential but may include other subsidiary uses, for example schools, infrastructure or commercial, retail and leisure development.

The panel consists of 70 leading national and regional housing developers and contractors, and includes all activities necessary to construct housing and associated infrastructure, ranging from development and disposal of sites to marketing and sales of homes.

DPP3 is made up of five regional lots covering north east Yorkshire and the Humber, north west, Midlands, east and south east, and south and south west, giving a choice of development partners across England.

It’s generally used for housing schemes of 25 homes or more, as smaller schemes are less likely to need OJEU-compliant procurement.

Access is free of charge. All public sector organisations have to do is sign an Access Agreement and they then run their own procurement.

What’s the lifespan of DPP3 and what will it achieve in that time?

DPP3 is a four-year framework that will expire on 31 July 2021.

Its primary aims are to help the HCA and public sector organisations efficiently procure contractors to build housing, and to provide access to a wider range of developers and contractors including SMEs and developers using modern methods of construction. This in turn gets developers on the ground quicker and helps speed up the rate of housebuilding. 

DPP3 builds on the HCA’s experience of operating its previous two partner panels, which over the past seven years have so far delivered over 43,500 new homes through 258 separate housing schemes.
