Breckland Council and South Holland District Council’s joint Chief Executive
The leader of Breckland District Council, William Nunn, has announced his intention to drive forward proposals for the Council to reduce its management costs by sharing a Chief Executive and an integrated senior management structure with South Holland District Council.
Both Councils are successful, well run organisations and sharing senior management will enable them to continue to drive down costs and prepare for the anticipated reduction in government funding without cutting services.
Mr Nunn said: “This proposal will bring great benefits to the residents of both councils by helping to safeguard the services which they want from us through reducing the costs of management. For some time Breckland Council has been planning to do this as the next step of being an efficiently run and business like organisation.
"I believe that in South Holland we have identified another council with similar drive and ambition to our own and with whom we can make the arrangement work.”
Gary Porter, Leader of South Holland District Council, is equally enthusiastic to deliver the benefits of shared management arrangements for his Council and has been exploring opportunities for achieving this.
The two councils don’t have a common boundary being located either side of Kings Lynn and West Norfolk DC but with modern communications this will not be a barrier to achieving the benefits. They believe their common purpose and aims to be the more important factors in the success of the project.
Both Councils are Conservative controlled and have consistently been judged to perform well in audits and inspections. They have been innovative in sharing service delivery and getting value for money and believe that the joint management structure will lead to yet further efficiencies in sharing and joint commissioning.
The Cabinets of both Councils have agreed today to make the necessary arrangements for the Councils to appoint the current chief executive of South Holland, Terry Huggins, as their joint Chief Executive in mid August. He will be required to implement the fully integrated joint management.
