Public sector to save £35m under new place-based estates framework

A new framework created by the Crown Commercial Service (CCS) could save public sector organisations £35m over the next four years, it has been revealed this week.

The Estates Professional Services framework (RM3816) is aimed at saving organisations such as councils, NHS trusts, schools, emergency services and housing associations money by lowering the cost of managing their estates.

It will enable public sector bodies to buy advice, guidance and associated services to help them manage their assets and estates more efficiently by reducing property costs, release unwanted property assets, and identify savings and opportunities to generate income from land and buildings.

Around £430m is expected to be spent through the framework over the next four years, with more than a third (35%) of the businesses supplying the new agreement being SMEs with regional expertise – which will be maximised through an innovative, place-based lotting structure.

The CCS explained that stakeholders from across central government, devolved administrations and the wider public sector have been consulted and engaged since the procurement began in order to build a commercial framework that suits diverse customer requirements.

It will also complement other CCS property frameworks including the Project Management, Team Services, Facilities Management and Construction frameworks, which will all enable CCS to provide strong property management solutions for public sector organisations.

The framework will be structured into the following four lots, with regional panels included on Lot 2:

  • Lot 1 – National
  • Lot 2A – East Anglia
  • Lot 2B – East & West Midlands
  • Lot 2C – London & south east England
  • Lot 2D – North east England
  • Lot 2E – North west England & North Wales
  • Lot 2F – Northern Ireland
  • Lot 2G – Scotland
  • Lot 2H – South Wales & south west England
  • Lot 3 – Vertical Real Estate
  • Lot 4 – Facilities Management and Property Services (Procurement Managed Service)

CCS also stated that more SMEs have won places to supply estates services to the public sector than ever before, and it also focuses far more on regional expertise than previous frameworks.
