Not so different?
Many have campaigned for lower tuition fees, but the new research published by Million+ may be one of the first to set out exactly how this could be achieved without financial loss to either universities or the Treasury.
The study has not been accepted by Government, but enabling a greater proportion of loans to be paid back in full could ultimately save more money than the current system.
It should also be pointed out that, when first introduced, ministers repeatedly promised it would only be the top few universities charging the maximum fees. If it had played out that way, this proposal could not be so easily discounted.
