The evolution of digital transformation for local government

A CEO’s perspective 

Andrew Grant, former CEO of Aylesbury Vale District Council, often questions whether digital transformation even exists at a local government level. I recently invited Andrew to share his unique perspective on this topic in a TechnologyOne webinar, shaped by his leadership and progressive vision of building a fully SaaS-based operation at the council.

Andrew and his former transformation team were industry trailblazers, overhauling the way they attacked service delivery issues and redesigning them with users’ needs front of mind.

Andrew gave a vivid sense of how, aided by partners like TechnologyOne, his teams had to remodel their strategic thinking. He outlined the council’s move away from an IT-centric to a customer-centric strategy, focusing on a commercial ethos and the demands of customers. He also explained in detail how cloud and SaaS technology enables a digital-first local government strategy to grow and succeed. 

Reflecting on the council’s TechnologyOne deployment in 2013, we talked of how OneCouncil would enable improvements to community engagement and service delivery, and we’re very proud that Andrew and his former team have seen such rapid results. Listening to his timeline of council transformation, there were some fantastic milestones, particularly the Amazon Alexa integration – a global first. 

After explaining his perspective on the existence of digital transformation, Andrew shared four essential ingredients for a successful project and his advice for councils embarking on similar cloud-based projects, particularly around engaging and satisfying ‘Generation C’ – the Connected citizen.
